Introduction

 
Alameda has been one of the most successful cities in the San Francisco Bay Area in the redevelopment of Brownfields, or previously industrial property. Despite these previous successes, the 1997 closing of the Naval Air Station, Air Depot, and the Supply Annex, will leave over one-quarter of the City's land area with Brownfields status.

Clearwater Revival Company prepared a tour guide to highlight ten of Alameda's Brownfields with special attention to properties that have been successfully redeveloped. Despite these highlights, several redevelopment obstacles have been encountered which provide important lessons for planning the reuse of the Navy Brownfields in Alameda. Some important lessons learned in the redevelopment of Alameda's Brownfields are included throughout the tour guide.

BROWNFIELDS...


...is a term generally used to connote urban property that has been contaminated by prior industrial activities, as compared to "greenfields," which are untainted by such contamination. Brownfields included those properties that lenders, owners, or developers assume to be contaminated since these sites face the same initial obstacles to investment and redevelopment that confront sites with verified contamination.

... most of the industrial sites included in the Brownfields Redevelopment Tour were originally developed before 1930, and in several cases before the turn of the century.
