Installation Restoration (IR) Program
This database contains summary information on the most polluted properties at Alameda Point that have been categorized as BRAC 6 - requires cleanup. The IR Program contains 24 sites that have been divided into four operable units for purposes of cleanup planning. In addition, the Environmental Baseline Survey Program has recommended BRAC 6 for additional parcels that will likely result in two new IR sites (Parcel 182 and Parcels 116/118 being added to the program.

The IR program includes the following steps:
- Discovery - The sites included in the IR Program have been discovered during a series of environmental reviews of the base that began in1983.
- Remedial Investigation - Sampling of soil and groundwater for hazardous material spill residues.
- Feasability Study - This report evaluates the feasibility of different cleanup alternatives to be protective of public health and the environment and complie with applicable regulations. A preferred cleanup alternative is identified by the Feasibility Study Report.
- Public Comment - The community will be allowed 60 days to comment on the combined Remedial Investigation and Feasibility Study Reports.
- Record of Decision - A final cleanup alternative is identified that is responsive to community comments and concerns and is agreed upon by regulators and the Navy in a Record of Decision.
- Remedial Design - The proposal to impement the cleanup is subjected to review to ensure it meets the requirements of the Record of Decision.
- Implementation - The proposed cleanup plan may consist of short-term soil excavation and off-site disposal or long-term monitoring to ensure chemicals decompose.
- Five-year Evaluation - Cleanup projects must be reviewed every five years to ensure that they remain on schedule and on budget and to evaluate whether more advanced cleanup technologies have been developed that may enable a better, faster, or safer cleanup.
- Record of Decision - When regulators and the Navy are in agreement that a site no longer poses a risk to public health or the environment, this determination is domcumented in a "No Further Action" Record of Decision.
