Brownfields Reuse

Vacant weed filled corner lots, neighborhood scrapyards, closed military bases and downtown parking lots. These are brownfields. Underutilized industrial properties where contamination by toxic wastes is known or suspected. The assessment and cleanup of brownfields sites has been a principal factor leading to urban decay. Recently, federal and state incentive programs have promoted redevelopment of brownfield sites. These programs have contributed to the gentrification and the displacement of existing communities, or to the deterioration of public health and environmental protection standards. As a result, low-income communities have been adversely impacted by government sponsored brownfields development.

Comments on Catellus EIR
The Catellus Mixed-use Redevelopment on former Navy lands in the City of Alameda is a brownfields development. Unfortunately, Catellus and the City of Alameda have set aside the most contaminated property in the project area for a public elementary school and a public housing project. This classist indifference to toxic waste exposure, the desire to demolish functional housing to fill up land-fills, and the traffic nightmare created by this environmentally insensitive development were the subject of comments on the Catellus Mixed-use Redevelopment EIR. Marsh Crust Brownfields Area
The hypothesis is that a 700-acre portion of the Alameda Naval Air Station and Fleet Industrial Supply Center was contaminated by pre-World War II industries and a permitting program will make the area suitable for more residential development.
